Despite sufficient legislations for child protection, child trafficking and illegal adoptions are happening in different localities of Orissa and Maharashtra. More than 10 adoption agencies in each of the locations are empowered to take care of children in need of care and protection. (Abandoned/surrendered orphaned children). Yet the admission rates of children at these agencies are very low. Also, girl children often do not reach the adoption agencies at all. Likewise, often infants including newborns remain in an orphanage because the orphanage is not authorized to place children in adoption. On the other hand, hundreds of parents wait for years, to adopt. Illegal adoptions are thus, not uncommon. At the grassroots, people (including officials) are unaware about legal adoption and its immense potential in the permanent rehabilitation of the destitute child.
