Mission/Vision
To provide relief in the field of Leprosy cured, intellectual disability and Tuberculosis. Our services provide relief and rehabilitation to those in need, irrespective of caste, creed or religion.
 
Background
The organisation was established by Lord Cheshire and his wife Lady Sue Ryder with the aim to provide relief to the suffering. Lord Cheshire in 1959 had approached the then Prime Minister of India, Pandit Jawahar Lal Nehru for a piece of land in Dehradun where he could provide a life of dignity to the leprosy cured patients and the mentally challenged persons. Forest land measuring 23.28 acres was then allotted by UP Govt. on long lease.
 
Chairman- Air Marshal BD Jayal AVSM PVSM VM (Retd.) Retired from Indian Air Force after serving for 38 years. Prior to his retirement his designation was Air Officer Commanding in Chief. Engaged in social service after retirement. He has also been in Governing Council of Raphael since 2001 and took over his chairman in October 2004 and has also been in Board of Trustees of The Doon School in Dehradun.

 Education and Rehabilitation of leprosy parentage children
The children of leprosy parentage had been staying with their parents in different leprosy colonies all over India. The parents survive on begging and are not in a position to bring up, educate their children. They all suffer from social stigma attached to leprosy. Arjun is one among the 34 children who joined Raphael in the year 1999 at the age of 4½ years. These children are admitted in Raphael where they are provided hostel facilities. The children are admitted in local schools in town and after 12th class, are sent for professional /technical training courses. Arjun is studying in a local school in Dehradun. He is intelligent and has been doing well in academics. He was provided with tuition facility in mathematics, English and computer science. These children are helped to get placed in a job after their courses. They are thus able to stand on their own feet, to wash off the social stigma attached with leprosy from their minds. Arjun was awarded a Rolling Trophy for being the best in academics in his school in 2009. He has now appeared in 10th class Board examination.
 
 A Second Home
Kamal Bhandari was one among the many children and adults with intellectual disabilities who was admitted in Raphael hostel and was not able to perform most of the daily chores. Kamal Bhandari was admitted to Raphael hostel for the mentally challenged in the year 2006. He was admitted so that he could be imparted training in daily living skills and subsequently in some vocational activity. Kamal Bhandari along with other children and adults was put in the care of Ward Boys and Special Educators. The Ward boys handled the requirement of daily chores and daily living skills. The Special Educators attended to the behavioral problems. Kamal Bhandari showed potential for learning a vocation. Accordingly, he was trained in making candles in the candle workshop. Today Kamal Bhandari is employed in Rehabilitative workshop run by Raphael as a worker for manufacture of candles. He is paid a Stipend to maintain his motivation. The other children and adults are now proficient in all the daily living skills and those with potential for learning a vocation are trained in those vocational skills. He continues to lie in Raphael hostel.
 
 Care, education and training of children with intellectual disability
The children with intellectual disability were confined to their homes and some even chained at home when both parents went out for work. Many were not able to perform their daily chores. They did not go through any formal education or training. Virendra Rawat is one such child with intellectual disability who was admitted in Raphael Special School in June 1996 at the age of 18 years. These children are taught daily living skills, academic lessons and vocational skills. Virendra Rawat, after initial education and training in Raphael Special School, was put through vocational class and showed potential for paper products. He was given on the job training in making paper bags. These children pick up daily living skills to a great extent. Some of them are employed in Raphael rehabilitative workshop. Virendra Rawat is now working in the Paper Products section of Raphael Rehabilitative Workshop and is in receipt of a stipend. He is very happy and motivated and so are his parents.
 
 Treatment of TB Patients
Symptomatic TB Patients lead a life of complete discomfort till they are diagnosed and treated. The disease being infectious spreads to other family members. Zarifan was one such patient who was admitted in the TB Hospital on 8th April 2009, stayed in the hospital for 33 days, and discharged on 11th May 2009. Zarifan was provided with nutritious diet while in the hospital and was administered Anti TB drugs and supportive therapy drugs. After discharge from the hospital, treatment of Zafrina continued as an outpatient on the lines of Revised National Tuberculosis Control Program for next 6 months. The patients get fully cured of TB. They participate in general education and awareness campaign so as to control the spread of TB. Zarifan was fully cured on 4th October 2009.
