Success Story

Mr. Khirasindhu Sagaria, age 30 is a poor man living in Kusmal village of Birighat Gram Panchayats of Khariar Block of Nuapada district of Orissa.

Mr. Khirasindhu Sagaria, age 30 is a poor man living in Kusmal village of Birighat Gram Panchayats of Khariar Block of Nuapada district of Orissa. He is living with his wife and a small daughter and keeping occupation of agricultural labour. He is a member of Durnity Birodhi Manch (Citizens against corruption forum, is one of the community based organization is working for the development of community by identifying and checking corruption in their village). He had received a little education and did not have basic understanding about the different Govt schemes on the work or about the scheme of MGNREGS. He was not aware of the activities going on in his village and could not get the benefit out of the work.

The Ayauskam initiated an intervention in his village to make people aware on the importance of RTI ACT and needs in the day to day basis. We made a survey to check the awareness of the villagers and CBOs about scheme of MGNREGS and implication of RTI Act. We organized a GP level training camp on use of RTI Act near his village in the month of May 2010. 25 members of different CBOs were covered during this training programme. Various topics in assessing in information etc. were dealt with
Mr. Khirasindhu filed an application under RTI ACT seeking information about the number of farm ponds dug in the village, the NREGS muster rolls, the estimated costs and expenditure incurred. The information spilled out mind-boggling inconsistencies. The most awful fact was that the seven farm ponds were never dug. Then the muster rolls showed an extremely interesting labour pool. The labourers who worked to construct the ponds included dead people, school children, teacher and aged peopleThe concerned Junior Engineer, one Village level worker, two Block Development Officer, one Assistant Block Development Officer and one Assistant Engineer were suspended on 17.05.2010. Criminal case against the culprits was initiated at the direction of the NHRC. Now khirasindhu Sagaria says without the intervention and cooperation of Ayauskam he would not have handled this case.
